reading document without network

Can files be used when you are not connecting via wifi? I mean, can i copy a document to iphone at home and open that document when i'm on the street? Since when i open files without wifi, it show NOTHING but a Public folder containing 0 items, but the file i want to open is actually stored in the iphone already. Please help~~

Once you have copied documents from your computer to Files you can then view them anywhere. The documents are stored on your device so no network connection is required for viewing.
