Files server stopped

Every time I switch to another app on my iPad the Files server on my iPad is suspended automatically. Can this behaviour be changed?

Unfortunately not. Apps on iOS can't run network services when they are in the background, in fact iOS enforces this by closing network ports when an app enters the background.
